A charter airline is in the business of selling seats on their aircraft to a particular tour operator or holiday organiser for a discount price. The tour operator then sells them on consumers looking to find flights to a particular holiday destination. The airline is happy because it gets to rent the entire plane rather than having to sell off each seat individually, the tour operator is happy to sell tickets to consumers for a profit, whilst the consumer buying the ticket often ends up with a cheaper price to their desired destination.
